Andreas Schleicher -- Hong Kong is perhaps the PISA top-performer about which I knew the least. What interested me most was how Hong Kong, with its market-driven approach in virtually every field of public service, had been able to combine high levels of student performance with a high degree of social equity in the distribution of educational opportunities.
