President Barack Obama announced a $12 billion initiative Tuesday to increase the number of college educated workers in the United States by investing in community colleges.

In his speech, Obama emphasized the money would be used to help train the unemployed for growing occupations and encourage dropouts to complete their educations. The national unemployment rate is 9.5 percent, the highest it has been in 26 years, according to the U.S. Department of Labor.
